THE PROBLEM:

Public subsidizing does not work properly for one of the most important domains: The innovative future of the innovative Internet. The problem is in this case: There are no material assets. THE SOLUTION:

(1) Information center for journalists to inform about those subsidy banks (inland development banks) which are doing business "only for amigos".

(2) Information service how to procede in case of suspicion of corruption. (If taxpayers money always goes to the same money access networks, and other applicants get nothing, investigation should begin to detect the reason.)

(3) Complaint templates and press communication templates if money distribution rules of such a bank or of a subsidy scheme exclude efficient innovators by some clever clauses. This is a prevailing habit in most such state-owned banks. This bad prevailing habit is considered by some analysts as illegal for the case of all subsidy banks within the EU European Union. It is by some analysts considered as illegal for most other developed countries, too.
